Fullness is a ratio, and it applies to the rod, not the window
Fullness is the ratio of flat fabric to the width that fabric has to cover. At 2× fullness, a panel arrangement covering 58 inches contains 116 inches of flat fabric; the extra 58 inches is what becomes the folds. It is the single decision that determines whether curtains look like curtains or like flat sheets pinned to a pole.
The width you apply that ratio to is not the window. It is the rod, plus the two returns where the panel wraps back to the wall at each end, plus the centre overlap where a pair crosses. On a typical 48-inch rod with 3.5-inch returns and 3.5 inches of overlap that is 58.5 inches — over ten inches more than the rod alone. Skip the returns and the overlap and you will be roughly 18% short of fabric at 2×, which shows as thin, tightly-drawn panels that let light down both sides.
Fullness also interacts with weight. A heavy lined velvet at 3× produces folds too bulky to stack back tidily; a fine voile at 1.5× looks skimpy because sheer fabric needs density to read as fabric at all. The practical bands are 1.5× for economical gathered headings, 2× for standard pinch pleats and most lined drapery, 2.5× for generous pleating and most sheers, and 3× for lightweight sheers where you want a wall of texture.
From flat width to fabric widths, and why the answer is always rounded up
Once you know the flat width required, you divide it by what one cut of fabric actually contributes. That is not the bolt width: each cut loses its selvedges plus a turned side hem on both edges. A 54-inch decorator fabric with a 2-inch allowance per side contributes 50 usable inches, and two cuts joined together contribute 100, not 108.
Divide the required flat width by the usable width and you get a fractional number of widths. You cannot buy a fraction, so you round up — and because you round up, the fullness you actually get is always at least the fullness you asked for, and usually more. That is why this calculator reports delivered fullness separately. Asking for 2× on a 48-inch rod in 54-inch fabric delivers 2.56×, which is a better-looking curtain than you specified and slightly more fabric than you budgeted.
Half widths are the workroom's escape valve. A cut split lengthwise gives two half widths, so a pair can use one and a half widths each from three cuts rather than two each from four. On the example above that is 8.3 yards instead of 11.1 — a saving of a quarter of the fabric. The join is placed at the outside edge of each panel, where it disappears into the return. Turn half widths off if your fabric has a large motif you cannot cut through, or if you are working with a border print.
The cut length is simpler: the finished drop, plus the header allowance turned down at the top, plus the bottom hem allowance. A double 4-inch hem consumes 8 inches; a 4-inch buckram header pinned with pleats typically consumes about 8 inches too. Where the fabric carries a vertical repeat, every cut must start at the same point in the pattern, so the cut length steps up to the next whole multiple of the repeat.
Worked example: a pair for a 48-inch rod, 84-inch drop, 54-inch fabric
You have a 48-inch rod standing 3.5 inches off the wall, you want a pair meeting with a 3.5-inch total overlap at 2× fullness, an 84-inch finished drop, an 8-inch header allowance and an 8-inch bottom hem. The fabric is 54 inches wide, plain, and you allow 2 inches of side hem per edge.
- Width to cover. 48 + (2 × 3.5) + 3.5 = 58.5 in.
- Flat fabric required. 58.5 × 2 = 117 in.
- Usable width per cut. 54 − (2 × 2) = 50 in.
- Widths per panel. 117 ÷ 2 panels = 58.5 in per panel; 58.5 ÷ 50 = 1.17, rounded up to the nearest half = 1.5 widths.
- Cuts to buy. 1.5 × 2 panels = 3 widths, so you buy 3 cuts.
- Cut length. 84 + 8 + 8 = 100 in.
- Total fabric. 3 × 100 = 300 in ÷ 36 = 8.33 yd (7.62 m).
- Delivered fullness. 3 × 50 = 150 in of usable fabric ÷ 58.5 in of coverage = 2.56×.
- Finished panel width. 1.5 × 50 = 75 in flat per panel, which pleats down to about 29 inches on the rod.
Now change one thing: give the fabric a 24-inch vertical repeat. The cut length must become a whole number of repeats, so 100 ÷ 24 = 4.17 rounds to 5 repeats = 120 inches. Three cuts at 120 inches is 360 inches, or exactly 10 yards. The repeat has cost you 1.67 yards, or 20% more fabric, for the same curtain.
Reading the result before you buy
Check three numbers before you commit. First, delivered fullness: if it has landed far above what you asked for, you are buying fabric you did not intend to. On a narrow rod in wide fabric this is unavoidable, but it is worth knowing before the invoice arrives. Second, the finished panel width: a panel of 75 flat inches at 2.5× stacks back to roughly a third of that, so allow around 25–30 inches of wall beside the window if you want the glass fully clear when open. Third, the cut length: an 84-inch drop needing a 100-inch cut is fine on any bolt, but a 120-inch drop with a large repeat can exceed what some fabrics can supply in a continuous length.
The yardage figure assumes every cut comes off the same bolt, in order, with no flaws. Decorator fabric is normally supplied with the caveat that a small number of flaws per bolt is acceptable, so for a large job order slightly more than the calculation. For a job of more than about six cuts, one extra cut length is cheap insurance.
If your fabric has a horizontal repeat as well as a vertical one, this calculator handles only the vertical. A horizontal repeat matters when you join widths: the pattern must align across the seam, which can force you to trim more than the side hem allowance from one edge. Ask the supplier for the horizontal repeat and add it to your side hem allowance on the joining edges.

Coverage means the rod width plus both returns plus the centre overlap, not the window opening. Multiply the ratio by that figure, never by the window.
Mistakes that leave you short
- Applying fullness to the window instead of the rod. Rods are hung wide of the window so the stacked panels clear the glass. The rod is always the measurement that matters.
- Forgetting the returns. Two 3.5-inch returns is 7 inches of coverage, which at 2× is 14 inches of fabric — a third of a width.
- Forgetting the centre overlap. Without it a closed pair shows a vertical line of light down the middle.
- Using the bolt width as the usable width. Selvedges must be trimmed or hidden and side hems turned. On 54-inch fabric you typically lose 4 inches.
- Ignoring the vertical repeat. Every cut must start at the same point in the pattern. On a 24-inch repeat this can add 20% to the yardage.
- Measuring the drop from the rod rather than from the top of the finished panel. Rings, hooks and eyelets all set the panel below the pole by different amounts.
- Not allowing for shrinkage on washable fabric. If the curtains will ever be laundered, pre-shrink the fabric or add a length allowance; a linen that shrinks 3% loses 2.5 inches off an 84-inch drop.
- Buying exactly the calculated yardage on a large job. Flaws in decorator fabric are normal and contractually accepted. Add a cut length on jobs over about six cuts.
Linings, wave headings and where this calculation changes
Lining is calculated separately and is usually simpler. Lining is cut to the same number of widths as the face fabric, but the cut length is shorter because the lining hem is shorter than the face hem and the lining is set up from the bottom edge; workrooms commonly cut the lining an inch or two shorter in finished length. Interlining, where used, is cut to the same widths again. Run this calculator once per layer, changing only the hem allowances and the fabric width.
Wave and ripplefold headings behave differently from pleated ones. The tape and carrier spacing fixes the fold depth, so the fullness is dictated by the hardware system rather than chosen freely — typically in the region of 2× to 2.5× depending on the carrier spacing you specify. Use the system's stated fullness in this calculator rather than picking your own.
Roman blinds are not curtains and this calculator does not size them: a blind is flat fabric with no fullness at all, sized to the recess plus side allowances, with extra length for the rod pockets and the head. Roller blinds are flat too. Reach for the fullness ratio only when the fabric is meant to gather.
